Adopt an Initial Study/Mitigated Negative Declaration for the Knights Landing Flood Management Project (Sacramento River, Mid-Valley Levee Construction Sites 9, 10, 11 and Widened Parking Area near Wild Irishman Bend) and Mitigation Monitoring and Reporting Plan, as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA); approve the project; direct County staff to file a Notice of Determination with the County Clerk-Recorder and the State Clearinghouse; approve the plans and contract specifications for the project at Sites 9 and 10; and authorize the Director of Public Works to advertise for construction and take other project solicitation related actions. Hold a public hearing to consider a recommendation by the Planning Commission to adopt changes to the Yolo County Zoning Regulations to conform with Senate Bill (SB) 9. The proposed amendments to Title 8 Yolo County Code of Ordinances include the addition of non-discretionary urban lot splits in Chapter 1, Article 3 (Subdivision Requirements), and clean up and updating of housing and accessory structure standards in Chapter 2, Article 5 (Residential Zones). The Zoning Code Amendment is exempt from the California Environmental Quality Act. (No general fund impact) (Echiburu/Trebec)

Introduce by title only, waive first reading, and receive public comment on a proposed ordinance amendment to Title 10, Chapter 12, "Off-Highway Vehicle Use (OHV) and Operation" of the Yolo County Code to ban the use of motorized vehicles, including off-road vehicles, on the bed and banks of Cache Creek; find the action exempt from the California Environmental Quality Act under CEQA Guidelines Section 15061(b)(3); and continue the ordinance to the February 22, 2022, Board of Supervisors meeting for a second reading and adoption.
