Motion made by Supervisor Provenza and seconded by Supervisor Villegas to approve Consent Agenda Item Nos. 6-30, with comments made on Agenda Item No. 15 and Supervisor Villegas voting no on this item; and per SB 1436, an announcement was made on Agenda Item No. 16 noting the recommendation to provide a salary increase to the Sheriff-Coroner-Public Administrator. No vote was taken.

Minute Order No. 22-21: Amended motion to approve Consent Agenda Item Nos. 6-30, with comments made on Agenda Item No. 15 and Supervisor Villegas voting no on this item. Directed staff to return to the Board at a future meeting with an update from staff regarding the Yolo County Climate Action Commission. Additionally, per SB 1436, an announcement was made on Agenda Item No. 16 noting the recommendation to provide a salary increase to the Sheriff-Coroner-Public Administrator.

Waive second reading and adopt an ordinance "PROHIBITING THE OPERATION OF OFF-HIGHWAY VEHICLES WITHIN CACHE CREEK" by amending Title 10, Chapter 12 "Off-Highway Vehicle Use (OHV) and Operation" of the Yolo County Code to ban the use of motorized vehicles, including off-road vehicles, on the bed and banks of Cache Creek; and find the action exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3) of the CEQA Guidelines. Per SB 1436, it was announced this item includes a recommendation to provide a salary increase for the Sheriff-Coroner-Public Guardian.

Approved recommended action by Resolution No. 22-23 and appointed Branch Director, Health & Human Services, Karleen Jakowski, as the designated interim Mental Health Director and appointed Branch Director, Health & Human Services, Ian Evans, as the designated interim Public Guardian, effective February 26, 2022 on Consent.

Minute Order No. 22-26: Supported staff recommendations to move forward with funding projects under the Childcare subcategory in the amount of $2.2 million and approved the Needs Assessment through the Yolo County Office of Education (YCOE) in the amount of $200,000. Directed staff to return to the Board at the April 12, 2022 meeting to revisit the other funding categories, including looking at whether staff would recommend establishing a child abuse prevention category, and to provide additional information on the Yolo Crisis Nursery and the Boys & Girls Club proposals.
