Adopt resolution to expand Agricultural Preserve No. 041 to allow for the execution of a new Williamson Act contract on two contiguous Agricultural Intensive (A-N) zoned parcels (identified as APNs: 052-020-011, 052-020-023, and 052-020-026), totaling 237.6 acres that are actively farmed in almonds and walnuts. Approve agreement between US Imaging and Yolo County Clerk-Recorder's Office to scan, inspect, index, and run optical character recognition technology on recorded documents in accordance with the restrictive covenant program mandated by California Assembly Bill 1466 in the amount of $797,910 from January 1,2023 to June 30, 2024 and request for delegated authority so that Yolo County Clerk-Recorder can approve future amendments to the contract if needed. Authorization to execute Joint Powers Agreement that forms a California Assessors' Information Technology Agency, at the request of the County Assessor/Clerk-Recorder/Registrar of Voters, which will enable the Agency to receive, manage, and expend up to $30 million ($10 million a year for three years) of state funds for technological improvements. (No general fund impact) (Salinas/Galang)

Authorize the County Chief Technology Officer authority to accept, on behalf of Yolo County, the Local Agency Technical Assistance Grant in the amount of $500,000 from the California Public Utilities Commission; adopt a budget resolution adjusting the fiscal year 2022-23 Innovation & Technologies Services budget appropriations by $500,000 and authorize the Chair of the Board of Supervisors to execute a Memorandum of Understanding (MOU) with Golden State Connect Authority (GSCA) for the purpose of engaging network design professionals in the development of broadband network designs for priority unserved/under-served project areas within the county. In compliance with the California Environmental Quality Act, approve a resolution to adopt an Addendum to the 2011 Negative Declaration for Solar Facilities that has been prepared for the proposed Solar Energy Systems and Energy Storage Systems Ordinances and a Notice of Exemption has been prepared for the proposed amendments to the Wireless Telecommunication Facilities Ordinance.
