Maria Grijalva, Lupita and Suzanne Eddings addressed the Board of Supervisors during public comment. Additionally, Supervisor Saylor apologized for not getting a resolution recognizing November 6-12, 2022 as California Retired Teachers' Week on today's agenda; however, he confirmed it will be brought forward at the next meeting on November 8th.

Stone Revocable Trust, to satisfy mitigation requirements for the Landfill's Soil Borrow Site project, authorize the Director of the Integrated Waste Management Division to execute the Conveyance Agreement and take other actions necessary to complete acquisition of the conservation easement; and adopt a budget resolution adjusting the Department of Community Services, Integrated Waste Management 2022-23 budget to reflect an increase of $372,449 for the purchase of the easement. Introduce an ordinance entitled "An Uncodified Ordinance to Adopt Military Equipment Use Policy Pursuant to AB 481" for the Yolo County Sheriff’s Office, waive the first reading of the ordinance, receive public comments, and direct staff to put the ordinance on the November 8, 2022 Board of Supervisors meeting for second reading and adoption. (No general fund impact) (Lopez)
 


Lupita, Scott Steward, Maria Grijalva addressed the Board of Supervisors during public comment.

Minute Order No. 22-109: Approved recommended action with additional language noted below be included in the ordinance and continued the ordinance to the next regularly scheduled meeting for adoption. 4-0 vote in favor with one abstention.

The Sheriff shall notify the Board of Supervisors in writing at least 30 days prior to revising the list of qualifying equipment attached to the military equipment use policy to add any of the following:
(1) Mine-resistant ambush-protected (MRAP) vehicles or armored personnel carriers. However, police versions of standard consumer vehicles are specifically excluded from this category.
(2) High mobility multipurpose wheeled vehicles (HMMWV), commonly referred to as Humvees, two and one-half-ton trucks, five-ton trucks, or wheeled vehicles that have a breaching or entry apparatus attached. However, unarmored all-terrain vehicles (ATVs) and motorized dirt bikes are specifically excluded from this category.
(3) Tracked armored vehicles that provide ballistic protection to their occupants and utilize a tracked system instead of wheels for forward motion.
(4) Command and control vehicles that are either built or modified to facilitate the operational control and direction of public safety units.
(5) Weaponized aircraft, vessels, or vehicles of any kind.
The Board of Supervisors may, in its sole discretion, consider the Sheriff’s proposed addition of one or more of the foregoing types of equipment at a regular or special Board meeting. Nothing in this section is intended to provide the Board of Supervisors with authority over the Sheriff’s performance of his discretionary duties in a manner that conflicts with the state constitution or applicable statutes.
