Renew authorization for remote (teleconference/videoconference) meetings pursuant to Assembly Bill 361 on the basis that (a) the COVID-19 pandemic state of emergency is ongoing, and (b) meeting in person would present imminent risks to the health or safety of attendees.
 

A motion was made to renew authorization to meet remotely.

The public hearing on the following item scheduled for October 13, 2022 is being continued to the Planning Commission's next regular meeting at 8:30 a.m. on November 10, 2022:

GPA #2022-02: Consideration of a recommendation to the Board of Supervisors to amend the Yolo County 2030 Countywide General Plan to address Environmental Justice and Climate Action policies, as mandated by the State. The amendments would update the Land Use and Community Character Element; Conservation and Open Space Element; and Health and Safety Element. An Notice of Exemption under the California Environmental Quality Act has been prepared. (Applicant: Yolo County Planning Division) (Planner: JD Trebec/DeNovo Planning Group)

ZC #2022-02: Public hearing to consider a recommendation to the Board of Supervisors on a Zoning Code Amendment to update the Zoning Regulations for Telecommunication Facilities, Solar Energy Systems and Energy Storage Systems (Sections 8-2.1102, 8-2.1104 and 8-2.1105 of the Yolo County Code of Ordinances). In compliance with the California Environmental Quality Act, an Addendum to the 2011 Negative Declaration for Solar Facilities has been prepared for the proposed Solar Energy Systems and Energy Storage Systems Ordinances and a Notice of Exemption has been prepared for the proposed amendments to the Wireless Telecommunication Facilities Ordinance. Stephanie Cormier, Principal Planner, provided the presentation to the Commission.

The following addressed the Commission during public comment:

  • Kirsten Pringle, Delta Protection Commission
A motion was made to approve staff recommendations as presented with the following modifications:
  • Approve the Ordinances with the edits proposed by the Commissioners;
  • Include edits to limit the decommissioning requirements to large energy storage facilities in the proposed Energy Storage Systems ordinance;
  • Add language to the Solar Energy Systems Ordinance that requires locally sourced native vegetation; and
  • Recommend that the Board of Supervisors give further consideration to the Delta Protection Commission’s recommendation, separate from the Commission’s proposed edits to the Solar Energy Systems Ordinance.

DIRECTOR'S REPORT

A report by the Secretary of the Planning Commission on items from the recent Board of Supervisors meetings relevant to the Planning Commission and Department of Community Services activities for the month. No discussion by other commission members will occur except for clarifying questions. The commission or an individual commissioner can request that an item be placed on a future agenda for discussion.
 

Kimberly Hood briefed the Commission on new Brown Act legislation and Stephanie Cormier provided the Director's report.

Reports by commission members on information they have received and meetings they have attended which would be of interest to the commission or the public. No discussion by other commission members will occur except for clarifying questions.

The Regular Meeting of the Yolo County Planning Commission adjourned at 10:22 a.m. The next regularly scheduled meeting of the Yolo County Planning Commission is November 10, 2022 via Zoom.

Any person who is dissatisfied with the decisions of this Planning Commission may appeal to the Board of Supervisors by filing with the Clerk of the Board within fifteen days from the date of the action. A written notice of appeal specifying the grounds and an appeal fee immediately payable to the Clerk of the Board must be submitted at the time of filing. The Board of Supervisors may sustain, modify, or overrule this decision.
