Adopt a Notice of Exemption finding that the 2023 Pavement Preservation Project is exempt from the California Environmental Quality Act (CEQA) and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b); adopt the plans and specifications for the 2023 Pavement Preservation Project and approve the Project; Authorize the Director, Public Works Division to sign the Notice to Bidders; Authorize the Department of Community Services to advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project.
