Adopt Plans and Specifications for the Construction of 2023 Groundwater Extraction Wells at the Landfill (Project); authorize the Director of the Division of Integrated Waste Management to sign the Notice to Contractors, advertise for competitive bids, award a construction contract to the lowest responsive and responsible bidder or reject all bids, and approve change orders up to the maximum allowable under State law, provided the total construction contract amount does not exceed available funds for the Project; and adopt a budget resolution increasing the Department of Community Services, Integrated Waste Management Division Budget by $600,000 (for a total appropriation of $33,295,666) to fund the Project. Approve amendment to extend the term of the easement agreement between the County of Yolo and James Fitzgerald Kelly and T. Ross Kelly on County Road 28H to December 31, 2024 for the construction, maintenance and operation of a substation and overhead electric power lines and authorize the Director of the Division of Integrated Waste Management to execute the easement and amendment. Adopt resolution authorizing the Director of the Department of Community Services and the Director of the Public Works Division of the Department of Community Services to execute a Master Agreement with the California State Transportation Agency (CalSTA) regarding administration of Transit and Intercity Rail Capital Program funds, all CalSTA award agreements, all program supplements for State-Funded Transit projects, and any amendments to these agreements, which funding may be used for the County Road 32A Railroad Crossing Relocation and Grade Separation Project.
