Receive Mental Health Services Act update relating to the Annual Plan and the budget for fiscal year 2025-26, including implementation of the Behavioral Health Services Act and updated data pertaining to options for addressing the existing structural deficit. Donna Neville, Adriane Laughter and Jennifer Mullin addressed the Board of Supervisors on this item. Additionally, we received written comments from Victor Community Support Services West Sacramento, RISE, NAMI Yolo County and CommuniCare + OLE, which were placed into the record.

Minute Order No. 25-87: Took the following recommended action with Supervisor Barajas recusing himself on this item:
  • Received an updated report on the Mental Health Services Act (MHSA) budget for fiscal year 2025-26, as it relates to the MHSA Annual Plan Update. This presentation included updated data to better inform options presented to the Board for consideration in addressing the existing structural deficit in the FY2025-26 MHSA budget. The presentation also included information relevant to local implementation of the Behavioral Health Services Act (BHSA) that was implemented by Proposition 1, which will take effect on July 1, 2026.
  • Approved staff recommendation funding scenario 2 to address the MHSA deficit in fiscal year 2025-26 ($4 million) as follows:
    • Allocation of $146,000 of cannabis revenue and Board directed project funds
    • 25% MHSA cut to providers totaling $695,333
    • Reduction of County behavioral health programming of $2,638,789
    • Use of Fund balance of $869,807
  • Delayed making a decision on funding cuts for fiscal year 26/27 ($5 million)
  • Directed staff to return to the Board of Supervisors with further analysis on closing mental health services sites and how to preserve and support mental health services to the K-12 school partnerships.
