The Yolo Animal Services Planning Agency met on the 19th day of February, 2025, in the County Administrator's Conference Room, 625 Court Street, Room 202, Woodland, CA 95695.

The Clerk conducted roll call. Member Guerrero was not present during roll call but was present for the rest of the meeting. It was reported by Member Lansburgh that Member Mayra Vega will no longer serve on the JPA and that Member Lansburgh will be the voting member for the City of Woodland. |

Receive update on the background and recent activity of the Yolo County Animal Services Planning JPA; consider whether there is collective interest to move forward with formation of an Operational JPA; and consider next steps
Received update on the background and recent activity of the Yolo County Animal Services Planning JPA from Director of Community Services, Leslie Lindbo. Board Members requested for Director Amato to return and provide details on the Clinic-in-a-Can at a future JPA meeting. |
Minute Order No. 25-05: Motion for Animal Services to look at potential recommendations regarding the services provided by the County's Animal Services Division, including current gaps in services, reviewing the recommendation to outsource some functions of Animal Services to non-profit organizations, and creating a private-public sector relationship, and to bring back information to a future JPA meeting and then the Yolo County Board of Supervisors meeting. MOTION BY: Barajas / SECONDED BY: Guerrero YES: Barajas, Biasi, Guerrero, Lansburgh, and Neville. NOES: None. ABSENT: None. |

Receive Animal Shelter update.
Received update from Director of Animal Services, Stephanie Amato. Pictures of the Animal Shelter were shared with Board Members but were not attached to the agenda at the time of the meeting. The pictures have since been added to the agenda. |
9.
Receive update from local community-based organizations.
Received update from Unleashing the Possibilities, Inc. President, Lisa Gaynes. Lisa provided a presentation on the background of the YASPA JPA. Lisa offered to provide/facilitate an animal welfare evaluation funded by Unleashing the Possibilities (UTP), which may include evaluating the shelter facilities, policies, procedures, etc. The Board supported moving forward pending review and approval by County Counsel. |
10.
Consider frequency of meetings for 2025 calendar year.
Board Members decided to keep the current schedule of meeting on the third Wednesday every other month. |
