Approve agreement with O’Connell Research, Inc. in the amount of $221,746.88 for the provision of professional and technical assistance related to the Data Driven Recovery Project for the period of July 1, 2025 through June 30, 2026; and delegate authority to the Director of the Yolo County Health and Human Services Agency, or designee, to: 1) exercise up to three optional one-year extensions for fiscal years 2026-27, 2027-28 and 2028-29, each for an amount less than or equal to $221,746.88 per fiscal year, and 2) issue related option year notices. Minute Order No. 26-18: Took the following actions:
  • Received Behavioral Health Services Act (BHSA) update on Community Planning Process and budget scenarios for Fiscal Year 2026-27;
  • Approved BHSA budget approach Scenario 3 and directed staff to develop the required BHSA Integrated Plan;
  • Directed staff to approach our city partners to discuss challenges with the budget going forward pertaining to Permanent Supportive Housing (PSH);
  • For the Housing Intervention (HI) category, directed staff to clarify the level of case management that can be supported under HI and find out if capital dollars can be used on existing facility capital needs;
  • Approved hiring additional staffing (Option 3.d) to support the commitment to the Permanent Supportive Housing (PSH) sites (8 FTE); *
  • Approved hiring 1.0 FTE Medi-Cal Billing Coordinator.
*Option 3.d = 8 full-time case managers ($1,000,000). HHSA would add eight (8) full-time Behavioral Health Case Manager positions at an approximate cost of $125,000 per staff per year; the total cost would be $1,000,000.
