The Community Corrections Partnership met on the 4th day of March, 2026, Atrium Training Room, 625 Court Street, Woodland, CA 95695.

Member announcements. (Gayton)
 


Laura Valdes provided an update on the recent Youth Academy, held in January, 2026. She reported the event was very successful with most kids from Woodland, with a few each from Davis and West Sacramento. There were 24 students, ages 12-18 that attended and loved it. The DA's office is working on next year's Youth Academy, which will be held on the Martin Luther King Jr. Day weekend in January 2027.

Discuss the updated budget process and FY 2026-27 fund balances (Boylan)
 


Discussed the updated budget process and FY 2026-27 fund balances. AnnMarie went over the fund balances, noting that the CCP fund has several sub-funds for department specific allocations and allocations related to administration, innovation and treatment. In addition, this fund is required to establish and maintain a General Reserve in compliance with County policy. The Department Controlled Fund Balance has a total of $753,199.52 (Public Defender, Probation, District Attorney and Sheriff); the Fund Balances related to Administration, Innovation and Treatment allocations has a total fund of $6,431,831.57, and the General Reserve Fund has a total overall fund balance of $9,540,684.46. It was noted that the Fund Balances related to Administration, Innovation and Treatment allocations can be utilized through vote of the CCP Executive Committee.

Discuss and review FY 2026-27 existing program requests (Boylan)
 


The committee reviewed the FY 2026-27 existing program requests, with AnnMarie presenting proposals for Treatment (Lines A-L), Innovation (Lines M-S), and Administration (Lines T-W). While individual program costs fluctuate, the overall fund has decreased by $76,785. Notable updates include the cessation of funding for the Young Adult Court (Line Q), along with NCCT and MILPA (Lines R & S), as their two-year funding cycle has concluded. Regarding Advance Peace, it was clarified that this is a contract with the City of Woodland. Consensus was reached to revisit the Advance Peace contract, as well as the NCCT and MILPA programs, at the next CCP Meeting for further discussion regarding continued support.

Discuss and review FY 2026-27 new program requests (Boylan)
 


Julie Frietas addressed the Board on this item.

The committee reviewed six new program requests for FY 2026-27, totaling $960,799. Submissions included one from Probation ($116,177), three from the Public Defender ($437,227), one from HHSA ($100,000), and one from the District Attorney ($307,395). Departments justified their requests, and it was noted that a Line Item AE Overhead Request listed under the DA should be corrected to 'PD' (Public Defender).

Discussions highlighted the need to define the CCP’s financial responsibility for Prop 36 requirements. The alignment of CCP Strategic Goals with new funding requests will be revisited at the next meeting.
