Barajas, Biasi, Deos, and Lansburgh were present at time of roll call. Guerrero arrived during Item #6 and left during Item #7.

Public Comment: Opportunity for members of the public to address the Yolo Animal Services Planning Agency on subjects relating to YASPA business and not otherwise on the agenda. Speakers will be limited to 2 minutes (subject to change).


James D. Vorhees and Lea Rosenberg addressed the JPA Board during public comment. There was a request for clarification of the $140 million donation from a private individual to the UC Davis veterinary school. Staff clarified that the private donate is outside the purview of the JPA discussion.

6.
Receive Animal Shelter update.


Department of Community Services Director, Adam Fieseler, provided an update on the animal shelter. The current shelter population is about 100 animals with 70 dogs, 23 cats, 4 roosters, and 1 hen. The recent Valentine's speed dating adoption event was successful as 10 dogs and 2 cats were adopted. There is a scheduled TNR clinic on Sunday, February 22nd. SNIP will return for 3 days next month. Animal Services is planning a free vaccine and microchip clinic in West Sacramento on Sunday, March 22nd.

Caren Hill, Jill Bonner and Shelley Newman addressed the JPA Board during public comment.

Receive presentation on the animal services joint powers authority (JPA) governance models analysis from County staff.
 
 
Yen Nguyen, associate management analyst with the County Administrator's Office, provided a presentation on the Animal Services Operational Analysis. The JPA Board requested to receive formal acknowledgement from jurisdictions, such as a letter of interest, to determine a direction to proceed. The Board recommended to place the operational analysis discussion on city council meetings and have each jurisdiction provide a response by April. After responses from each jurisdiction is received, the County may issue an RFP to gather costs and eventually determine an agreement on a governance model. 
 
Sharon Montooth, Shelley Newman, Jill Bonner, Lisa Gaynes, and Evelyn Dale addressed the JPA Board during public comment. 
Evelyn and Peter Dale submitted a written public comment, which has been placed in the record.
