Receive a presentation on operations, facility upgrades, partnerships, programs and services provided at Yolo County Animal Services.

Department of Community Services Director, Adam Fieseler and Animal Service Director, Stephanie Amato, provided an update on Animal Services operations and facilities updates. The presentation consisted of information about YCAS roles and responsibilities, animal intakes, animal control and field services, animal outcome pathways, the adoption program, the volunteer program, community partnerships, and deferred maintenance projects. Jill Bonner and Sharon Montooth addressed the JPA Board during public comment. |

Report out from member jurisdictions on consideration of transition to an operational Joint Powers Authority.
Alexander Tengolics, director of strategic operations with the County Administrator's Office, introduced the item and provided a summary of the meetings with the cities. Cities share an interest in shared governance and decision-making. They had concerns about fiscal responsibility, the cost of the program, and the growth of the cost. The City of Woodland and City of Winters have shown written interest in an operational JPA. Board members had a discussion about the meetings regarding the Animal Service Operational Analysis. Further exploring the JPA analysis and representing each jurisdiction in the discussion. For example, what are other resources, and how can we get a better sense of how we can make it work in Yolo. CAO is working with the cities on a one-year extension with each jurisdiction of the existing contracts. The Board's direction is to use the fiscal year to get some answers and build a model. Lisa Gaynes, Jill Bonner, and Sharon Montooth addressed the JPA Board during public comment. |
