Ordinance 2nd Reading - Building Safety:
Consider Ordinance No. 2024-O0033, adding Article 28.18 to the City of Lubbock Code of Ordinances with adoption of the 2021 International Swimming Pool and Spa Code.
Item Summary
On March 5, 2024, the City Council approved the first reading of the ordinance.
The International Swimming Pool and Spa Code is a model building code that establishes minimum requirements for the design, construction, alteration, repair and maintenance of swimming pools, spas, hot tubs and aquatic facilities. This code is founded on principles intended to establish provisions consistent with the scope of a swimming pool and spa code that adequately protects public health, safety and welfare. The Code is promulgated by the International Code Council, updated triennially through a legislative process involving input and voting by member jurisdictions nationwide, and further amended by the City of Lubbock to suit unique local conditions. Adoption of the International Swimming Pool and Spa Code became mandatory for municipalities that elect to regulate pools or spas with the passage of H.B. 2858 during the 86th legislative session in 2019. The proposed ordinance will be newly adopted with the 2021 edition being the initial code reference.
