Resolution HO170 Recommending the Submittal of a Rental Assistance Demonstration (RAD) Application to HUD to Implement the Redevelopment of Chandler Public Housing Portfolio
Proposed Motion:
Move the Public Housing Authority Commission pass and adopt Resolution No. HO170, recommending the submittal of an application to U.S. Department of Housing and Urban Development (HUD) for HUD’s Rental Assistance Demonstration (RAD) program and the implementation of the redevelopment of the Chandler Public Housing Portfolio with the City of Chandler Housing and Redevelopment Division as Developer/Co-Developer, and recommending authorization of the City Manager or his designee to take all action necessary to submit application and implement and operate all phases of the redevelopment and disburse public housing and/or affordable housing funds for related projects.
Background:
The City of Chandler Housing and Redevelopment Division (the Public Housing Authority) administers 303 units of Low Rent Public Housing. HUD authorized the RAD program in 2011 to allow Public Housing Authorities (PHA's) to reposition assets which make it possible to access funding to improve the properties. Chandler’s purpose for this strategy is to modernize aging multi-family properties, create additional affordable housing, redevelop distressed/obsolete properties, increase resident access to neighborhoods of opportunity, and streamline operations. Public housing funding continues to decline, with insufficient capital funds to adequately meet the substantial capital improvements needed with respect to the City’s public housing portfolio. Through the RAD program, the City and PHA can create future fiscal stability for its housing programs while offering new public housing for those in need.
Discussion:
The Chandler Public Housing Authority Commission (PHAC) and staff have assessed the feasibility of a RAD conversion and has concluded that it is both feasible and in the City’s best interest to submit a RAD Program application and pursue the redevelopment of the Chandler Public Housing Portfolio. There are several steps in the process, with the critical first step of receiving Board approval to allow the PHA to apply to HUD and further engage in the RAD process. Once HUD approves the RAD application, HUD will provide to the PHA a Commitment to enter into Housing Assistance Payment Contract (CHAP) award, which is the initial reservation of RAD authority under the statutory cap. A development agreement will be presented to City Council in the near future that will further detail the project scope.
Financial Implications:
As part of a private/public partnership, grants, loans, and other financing and funding sources will be used to carry out the redevelopment and operation of the project(s). Each project will have a development plan to include specific sources and uses. Development agreements for each project will be submitted to the City Council for approval.
