This contract with AECOM is for a facility feasibility study to assess the viability of relocating the Citibus administrative and maintenance facility and the main transfer plaza with customer service and sales, as well as the feasibility of adding transfer locations to include potential park and rides throughout the City, in order to meet the goals and objectives of Citibus, and to better serve the needs of our citizens. The facility feasibility study will determine a preferred site for relocation of the administrative and maintenance facility, the downtown transfer plaza, and the placement of additional transfer locations throughout the City. The feasibility study will be a continuation of the recent Comprehensive Operational Analysis (COA), but will be a more specific, in-depth analysis into the study of appropriate locations of Citibus facilities. The selected consultant will conduct a study that will result in recommended locations and conceptual layout. Citibus currently occupies the greater part of 2 square blocks in downtown Lubbock with its administrative and maintenance facilities and bus yard. The administrative facility was renovated for transit operation in the early 1980s. Small upgrades have been made incrementally as funding became available. The bus yard was renovated in 1999 and expanded in 2009. Surveillance and security enhancements were installed in 2009. The Citibus transfer facility was built in 1994, and is located on a city block in the center of downtown Lubbock. The City of Lubbock/Citibus was awarded $200,000 in Section 5304 planning funds from the Texas Department of Transportation (TxDOT) to be used for the facility feasiblity study. The grant will be matched with 40,000 Transportation Development Credits (TDCs) provided by TxDOT. The City issued a Request for Qualifications for consulting services for a facility feasibility study (RFQ 21-15682-MA), and 5 consultant groups submitted proposals. The proposals were evaluated by a 5-person committee, according to the following criteria: 30 points for Project Team Organization and Qualifications, 30 points for Experience on Similar Projects, 30 points for Project Approach and 10 points for Overall Responsiveness to the RFQ.
