As solar panels become more popular as an energy efficiency upgrade, it unfortunately causes unsightly distraction in historic districts. This item is to discuss how the Commission, using the Certificate of Appropriateness, can regulate the installation of solar panels as it affects the exterior appearance of a historic structure. The Secretary of the Interior's Standards for the Treatment of Historic Properties states that "Installing mechanical and service equipment on the roof (such as heating and air-conditioning units, elevator housing, or solar panels) when required for a new use so that they are inconspicuous on the site and from the public right-of-way and do not damage or obscure character-defining historic features" (2017). Since the Commission is to use the Standard's for the standard of review, anytime someone applies for a solar permit, they must get a CoA before they can have their permits issued |
