MARCH 19, 2024
The Historic Preservation Commission of the City of Muskogee, Oklahoma, met in Regular Session at 3:00 p.m., on March 19, 2024, in Council Chambers, Municipal Building, 229 W. Okmulgee Ave., Muskogee, Oklahoma.
The meeting was called to order by Chair, Andrea Chancellor, at 3:00 p.m., and the roll was called as follows:
Present:
Chair Andrea Chancellor; Commissioner Melony Carey; Commissioner Diana Newton; Commissioner Freida Derrick; Commissioner Marcie Thompson
Staff Present:
Jody King, Director of Planning; Sarah Winkle, Associate Planner/ GIS Specialist
Attendees:
Rachel Atherton, NBN Program Coordinator, Julie Ledbetter, Honorary Member

Consider approval of the expenditure of Certified Local Government (CLG) funds to purchase twenty copies of "The Economics of Historic Preservation: A Community Leader's Guide", or take other necessary action. (Jody King, Board Member Andrea Chancellor)
Diana Newton asked how much the books were and where they could be bought. Commissioner, Melony Carey, answered $15 and had to review the bookseller.
Motion was made by
Commissioner Marcie Thompson,
seconded by
Commissioner Diana Newton to purchase the books.

Consider approval to recommend to the City Council to allow the Historic Preservation Commission to apply for Certified Local Government funding for FY2025, or take other necessary action. (Jody King)
There was a question from Commissioner, Marcie Thompson, about the price of the CLG Funds. Jody King responded it was $7,500.

Commissioner Freida Derrick to recommend approval to the City Council to apply for CLG funds

Receive report from Neighbors Building Neighborhood (NBN) regarding the application window for the Muskogee Historic Preservation Subgrant Program, and take other necessary action. (Jody King)
NBN Program Coordinator, Rachel Atherton, and Honorary Member, Julie Ledbetter, presented to the commission the NBN Application and the eligibility requirements.
There was a question about them being located in one of the districts that are not on the list. Rachel Atherton answered that the district may have changed or alternations could have been made that makes it a non-contributing property.

Discuss the installation of solar panels in the historic districts, and take other necessary action. (Jody King, Board Member Melony Carey)
Jody King discussed the installation of the solar panels and COA's.
Commissioner, Melony Carey, questioned the fairness of the panel guidelines. Jody followed that if they don't have a permit, they need to get one. If they don't have one and get caught in the process of the installation, it will be put on hold until they pay for a permit.

Receive a report on the expenditure of FY2024 CLG Funds, and take other necessary action. (Jody King)
Jody King discussed the membership renewal and CLG Funding. Chair, Andrea Chancellor, discussed the resubmission of the funding request.
With no further business, the meeting was adjourned by Chair, Andrea Chancellor, at 3:42 p.m.
