DISCUSSION
The applicant is requesting approval of a Conditional Use Permit to allow construction of the APS TS24 Substation and associated site improvements. The proposed development includes a new electrical substation, perimeter security wall, access driveways, utility infrastructure, and roadway improvements. The subject property is located south of the intersection of N. Bianco Road and W. Clayton Road within an area designated by the General Plan for Industrial/Manufacturing uses. The surrounding area is largely undeveloped and agricultural in character.
The project includes a new 10-foot-tall perimeter wall for site security, two 25-foot-wide driveways for ingress and egress, and a 20-foot dedicated road easement along the southern property boundary to maintain access to existing well sites. Additionally, a new collector roadway will be constructed along a portion of the southern boundary of the project site.
The proposed substation is intended to provide load and power supply capacity and is designed to support future industrial and employment growth anticipated within the area by expanding APS electrical infrastructure capacity.
Staff finds this request meets the criteria associated with Section 17.68.120 of the City Code. Please find the attached Staff Report for additional details and analysis.
RECOMMENDATION
Staff recommends the Commission approve the Conditional Use Permit and Associated Resolution (DSA-26-00075).
