Agreement No. HO2-557-4413, with Sunburst Mechanical, Inc., for Public Housing HVAC Replacements
Proposed Motion:
Move the Public Housing Authority Commission (PHAC) approve Agreement No. HO2-557-4413, with Sunburst Mechanical, Inc., for public housing HVAC replacements, in an amount not to exceed $163,389.18.
Background/Discussion:
This project consists of the removal and replacement of 54 package air conditioners that are over twelve years old located at 130 N. Hamilton Street. The new HVAC units will carry a ten-year warranty, which reduces maintenance calls and costs for Housing staff. The units are energy efficient and help the Housing Division achieve HUD mandated energy efficiency goals. Please note that the original scope of work of the bid included ducting, however due to excessive cost of the ductwork, it was removed from the contract amount. The contract amount is $163,389.18. This project is part of the Housing Division's ongoing Public Housing Capital Improvement Program. The HVAC replacement project is one of the projects previously approved in Housing's Annual Plan by the U.S. Department of Housing and Urban Development.
Evaluation:
On September 27, 2021, City staff issued Invitation for Bid No. HO2-557-4413 for public housing HVAC replacements. Notification was sent to all registered vendors. Five bids were received from the following bidders:
Boyjin Development, LLC: $542,523
P.M. Plumbing & Mechanical, Inc.: $892,792
RM3 Mechanical, LLC: $816,200
Sunburst Mechanical, Inc.: $435,356*
United Technologies, Inc.: $1,002,075
Staff recommends award to Sunburst Mechanical, Inc., as the lowest, most responsive and responsible bidder. Ductwork was removed from the scope of work due to the excessive cost. The contract amount is $163,389.18, which includes $10,000 contingency. The completion time of this agreement will be ninety (90) calendar days following Notice to Proceed.
