Proposed Motion:
Move City Council award Professional Services Agreement No. PR2202.201 for Design Services to J2 Engineering & Environmental Design, LLC, for Arrowhead Meadows Park Tennis & Pickleball Court Replacement, in an amount not to exceed $50,445.
Background/Discussion:
Arrowhead Meadows Park, located at 1475 West Erie Street, is a 30-acre Community Park that was initially acquired in 1959 and developed in 1967. The park offers numerous recreational opportunities with four (4) lighted youth ball fields, aquatic center, playground, parking lots, restroom, walking paths, open turf space, ramadas, landscaping, two (2) tennis courts, and six (6) pickleball courts.
The existing tennis and pickleball courts are concrete and were originally built in 1975. The concrete courts have deteriorated due to use and time. Over the years, these courts have been resurfaced in an effort to keep the courts playable and safe. Despite the repairs that have been made, cracks continue to re-appear as the courts have outlasted their expected lifespan. The existing eight (8) courts need to be removed and replaced with eight (8) new post-tensioned concrete courts. The primary benefit of post-tensioned courts over traditional asphalt or concrete courts is longevity. Post-tensioned courts will last twenty-five (25) years or more.
This contract includes design and development of construction documents for the tennis and pickleball court renovation. The contract completion time is 120 calendar days following Notice to Proceed.
Evaluation:
The City’s selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Parks & Landscape Services. Staff recommends approval of this agreement with J2 Engineering & Environmental Design, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
