Introduction of Ordinance No. 5004 Amending Chandler City Code Chapter 43 (Public Works and Utilities Department) Section 43-4.5 Pertaining to the Adoption of Public Works Standards, Specifications and Regulations
Proposed Motion:
Move City Council introduce and tentatively adopt Ordinance No. 5004 declaring that document entitled “2022 Amendments to Chandler City Code Chapter 43, Section 43- 4.5” to be a public record; amending the Code of the City of Chandler, Chapter 43 (Public Works and Utilities Department), Section 43-4.5 to adopt the City of Chandler Engineering and Design Standards Manual (2022 Edition) as may be periodically amended by the Public Works and Utilities Department Director, or designee; providing for the repeal of conflicting ordinances; and providing for severability.
Background:
Currently, Chandler City Code section 43-4 requires City Council approval of public works standards, specifications, and regulations. Under the proposed City Code amendment, City Council will continue to approve and adopt public works standards, codes, policies, and regulations. However, the proposed amendment seeks to clarify and permit the Public Works and Utilities Director (or designee) to prepare, develop, and issue public works plans, details, and specifications consistent with City Council's approved public works standards, codes, policies, and regulations by consolidating them into the City of Chandler Engineering and Design Standards Manual.
The City of Chandler Engineering and Design Standards Manual consolidates the previously adopted technical design manuals (TDM's) as “chapters” that retain the same number from the existing Section 43-4.5. For example, TDM's 1 & 2 become "Chapter 1 - Water System Design" and "Chapter 2 - Wastewater and Reclaimed System Design," respectively. The proposed manual now includes an introduction that lays out the intent and overarching requirements including use of the latest version of the Maricopa County Association of Governments (MAG) Specifications and Standard Details and the City of Chandler Specifications and Standard Details (City Supplement to MAG). The proposed chapters are:

Chapter 4 - Street Design and Access Control
Chapter 5 - Traffic Signal Design
Chapter 6 - Streetlight Design

Chapter 8 - Landscape Design of Right of Way (ROW), Medians and Retention Basins
Chapter 9 - Survey and Vertical Control Benchmarks
Discussion:
The proposed City Code amendment preserves City Council’s jurisdiction and authority to adopt public works standards, codes, and policies, as set out in Chandler City Charter sections 2.13 and 2.17. However, the proposed amendment will permit the City to more nimbly and efficiently address market changes and follow best practices related to improvement, maintenance, and operation of public works.
The proposed consolidated “Engineering and Design Standards Manual” will provide a more user-friendly experience to guide developers, engineers, and City staff on the design and construction of the City’s infrastructure. A complete set of current and proposed design manuals, standard details and specifications are available for review on the City Unified Development Manual (UDM) website and on file with the City Clerk. A detailed summary of the changes is also attached.
