Move City Council award Professional Services Agreement No. WA1810.201, Amendment No. 2, to Dibble & Associates Consulting Engineers, Inc., dba Dibble Engineering, for the Lindsay Road Water Main Replacement Design Services, in an amount not to exceed $28,872, for a revised contract amount not to exceed $86,114. |
Background/Discussion: |
On September 13, 2018, City Council awarded Project Agreement No. WA1810.201 to Dibble & Associates Consulting Engineers, Inc., dba Dibble Engineering, for design services to replace an existing water main the City of Chandler owns and operates within the Town of Gilbert (Town) limits on Lindsay Road between Appleby and Ocotillo roads. The project scope included replacement of approximately 1,300 feet of water main within the new pavement limits of the Town's widening project on Lindsay Road. Utility easements will be granted by the Town to the City of Chandler for this infrastructure after construction completion. An intergovernmental agreement with the Town will be brought forward for City Council approval at a future meeting. The project was placed on hold in early 2019 by the Town due to an increase with the right-of-way acquisition limits as well as design changes to the storm water system. These changes have a direct impact on the water main replacement design. Amendment No. 1 was processed June 4, 2019, for a time extension only. Amendment No. 2 provides for re-design efforts because of the roadway improvement project design changes. The project scope of work for this Amendment No. 2 consists of potholing, legal description preparation, design, permitting assistance, and construction document preparation. An additional 1,114 calendar days have been added to the contract time, the vast majority of which account for days already incurred since the last contract amendment in 2019, for a revised total of 1,569 calendar days to final completion. |

The City’s selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Water/Wastewater Services. Staff recommends approval of this agreement with Dibble & Associates Consulting Engineers, Inc., dba Dibble Engineering, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
