Review and Recommendation: |
Currently, a wireless facility is integrated into a flag pole located in front of Kyrene del Pueblo Middle School. The applicant would like to upgrade the equipment to 5G technology, however, the equipment will not fit within the canister of the existing flag pole. For this reason, the request is to bring the flag pole back to a standard flag pole width and build a new monopalm wireless facility closer to the building. Such a request requires Use Permit approval as the facility will not be replacing or collocating on an existing pole or facility. During review, planning staff worked with the applicant to find a location on the property that is not considered visibly or physically intrusive to attendees at the school. The applicant originally proposed a monopine wireless facility to Planning and Zoning Commission on October 20, 2021. The item was continued by Planning and Zoning Commission as the Commission preferred that the wireless facility be moved or better disguised. A subsequent meeting was held between the applicant, staff, and the Planning and Zoning Commission Chairman to find a solution on the location and appearance of the new wireless facility. An agreement was made to build a monopalm rather than a monopine and to plant additional palm trees in the area to help blend the wireless facility into the surroundings. A total of three new palm trees will be planted in the immediate area. The wireless facility was approved by the Kyrene Elementary School District Governing Board on November 23, 2021. |

- This request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood meeting sign was posted on the site and on social media via NextDoor.
- A neighborhood meeting was held on August 16, 2021. There was no one in attendance besides a City Planner and the applicant.
- Five neighbors have reached out after the posting for the public hearings. They were looking for more information about the request. All neighbors who reached out received a response from City staff as well as additional information on the wireless facility.
- As of the writing of this memo, planning staff is unaware of any opposition.

Recommended Conditions of Approval |
Planning staff finds the request to be consistent with the General Plan and Planning and Zoning Commission recommend approval, subject to the following conditions: 1. Substantial expansion or modification of the use beyond approved exhibits shall void the Use Permit and require new Use Permit application and approval. 2. A total of three date palm trees are to be planted and maintained on the site. 3. Use Permit does not constitute Final Development Plan approval. Compliance with the details required by all applicable codes and conditions of the City of Chandler and this Use Permit shall apply. |
