Sole Source Purchase of Arsenic Removal Filter Media
Proposed Motion:
Move City Council approve the sole source purchase of arsenic removal filter media, from Evoqua Water Technologies, in an amount not to exceed $220,000.
Background/Discussion:
The Amberwood Well - Arsenic Treatment Facility, located at 2327 W. Calle Del Norte, was constructed in 2005 and placed into service in 2006. The facility was designed to remove arsenic from groundwater. The City operates and maintains the treatment facility to comply with all safe drinking water requirements. The drinking water that is treated from this facility is ultimately delivered to residents, businesses, and industries throughout Chandler.
The facility's treatment media has reached its life expectancy and now requires replacement. City staff have worked with Evoqua representatives to develop a scope and fee associated with removal, disposal, and installation of new granular ferric hydroxide (GFH) media per the approved Amberwood Well operations and maintenance plan. This contract will provide for the labor and materials needed to replace the arsenic media so that the facility can be put back in service and meet water quality and compliance regulations.
Evaluation:
The Amberwood Well - Arsenic Treatment Facility requires permits and certification by Maricopa County and Arizona Department of Environmental Quality. These permits and certifications require GFH filter media to be used. This GFH filter media is only available from Evoqua Water Technologies. Staff recommends the purchase of arsenic removal filter media from Evoqua Water Technologies as a sole source.
