Subject:
Agreement No BF8-936-3802, Amendment No. 3, for Fire Protection Services
Proposed Motion:
Move City Council approve Agreement No. BF8-936-3802, Amendment No. 3, with Western States Fire Protection, for fire protection services, in a total amount not to exceed $962,500 for two years, September 1, 2021, through August 31, 2023.
Background/Discussion:
This agreement covers the City-wide maintenance of all wet and dry-type sprinkler systems, fire alarm systems, UL approved fire alarm monitoring, halon systems, kitchen hood systems, fire curtains/doors, and fire extinguisher annual inspection and testing. Included is an hourly rate and a price for service calls and replacement parts not included in routine maintenance.
This agreement also covers fire alarm systems and components identified as Priority 1, Year 1, capital replacements in the Facilities Condition Assessment dated May 28, 2020.
Evaluation:
On September 14, 2017, City Council approved an agreement with Western States Fire Protection, for fire protection services, for a two-year period, with the option of up to two, two-year extensions. The Contractor has agreed to extend at the same terms and conditions with a price increase of approximately 10% to the hourly rate for service calls and 18% to the fees for inspection and testing. These increases result from a rise in the cost of labor and benefits to support retention of qualified employees. Staff is satisfied with the company's services and find the request to be fair and reasonable.
Staff recommends extension of this Agreement for the term September 1, 2021, through August 31, 2023.
Financial Implications:
Funding is split between the Capital Improvement Program for replacement of fire protection systems or parts in City facilities and the operations budget for non-capital, routine maintenance.
