Purchase of Environmental Assessment Services
Proposed Motion:
Move City Council approve the purchase of environmental assessment services, from Wood Environment and Infrastructure Solutions, Inc., utilizing the Arizona Department of Environmental Quality (ADEQ) Contract No. CTR055988, in an amount not to exceed $164,489.98, and authorize the City Manager or designee to sign a linking agreement with Wood Environment and Infrastructure Solutions, Inc.
Background/Discussion:
Historically, the Chandler Municipal Airport area contained crop-dusting applicators, aircraft maintenance and fuel storage, chemical storage, and nearby decommissioned landfills. This assessment is focused on the southeast section of undeveloped Airport property north and west of the current end of Cooper Road. The most recent data for the location was collected in the late 1990s, making an evaluation of the current status of the site, methods of cleanup, and cleanup cost difficult to estimate. The data collected in the 1990s did show that the contamination would not impact underlying groundwater since pesticides are not mobile in the soils. The area is also not a hazard to the public since the area is within the airport fence and immediately surrounded by undeveloped land. The primary objective of this assessment is to evaluate the historical use of the site as a crop dusting operation and define the extent of pesticide impacts to the soil. In addition, an investigation to characterize the soil piles and define the vertical and horizontal extent of the former landfill will be completed. Sampling of the landfill contents is included to characterize the waste for proper disposal.
The results of the assessment will be used to develop a remediation plan for removal of the pesticides, soil piles, and landfill contents. This evaluation will be prepared using the Engineering Evaluation/Cost Analysis (EE/CA), prepared in general accordance with the United States Environmental Protection Agency (USEPA) Guidance on Conducting Non-Time-Critical Removal Actions under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Superfund. Based upon review of the historical data, the removal actions that will likely be evaluated are on-site consolidation/capping, excavation and removal to an off-site landfill, and on-site treatment. Also included in the project is coordination and communication with the Arizona Department of Environmental Quality (ADEQ) for the generation of waste, disposal, reporting, and regulatory requirements of the site. This project supports the recently-adopted Airport Master Plan by making this area available for future development.
Evaluation:
The
Arizona Department of Environmental Quality (ADEQ) competitively solicited and awarded a contract for Statewide assessment and remediation of hazardous or regulated substances or materials. The City has a current agreement with the State of Arizona allowing for the cooperative use of the State's contracts. Staff recommends the cooperative use of this contract for this project.
