Proposed Motion: |
Move City Council award Construction Manager at Risk Contract No. WA2008.401, Change Order No. 1, GMP-2, with Achen-Gardner Construction, LLC, for the Loop 101 and 202 Freeway Waterline Rehabilitation, in an amount not to exceed $4,277,697.35. |
Background/Discussion: |
In February 2018, the City experienced a large water main break northeast of the intersection of Price Road and the Loop 202 Santan Freeway Interchange. Staff responded quickly by shutting down the 36-inch diameter water transmission main. In the following months, the City hired a consultant and contractor to evaluate the cause and condition of damaged pipeline and perform necessary repairs. A condition assessment of the pipeline revealed that it was in poor condition and recommended that rehabilitation or replacement of the pipe should be considered. On July 15, 2021, City Council awarded Construction Manager at Risk Contract No. WA2008.401, Guaranteed Maximum Price (GMP-1), to Achen-Gardner Construction, LLC, for the Loop 101 and 202 Freeway Waterline Rehabilitation, for the procurement of water pipe materials. Due to long lead times, the materials are being procured first in order to target the construction completion by late Spring 2022. This GMP-2 agreement is the next phase of the project and will include the construction effort to replace the existing 30-inch potable waterline that crosses the Loop 202 Santan Freeway and the existing 36-inch potable waterline that crosses the Price Road (Loop 101) Freeway. The contract completion time is 266 calendar days following Notice to Proceed. Two related Professional Services Agreements with Wilson Engineers, LLC, for Construction Management Services and Post Design Services, are also scheduled for this City Council meeting. |
Evaluation: |
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends approval of this change order to Achen-Gardner Construction, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. Staff reviewed the Guaranteed Maximum Price proposal and determined it to be reasonable. |
Financial Implications: |
Through discussions with the Arizona State Legislature, with support from the Governor’s Office and various state agencies, the City was able to secure an $8,000,000 grant funding commitment from the State as part of the recently passed State budget to support this work. Staff remain in contact with State officials to develop an Intergovernmental Agreement to reimburse the City for this project. This agreement will be presented to council for consideration at a future council meeting. |
