City Council Memorandum Public Works & Utilities Memo No.
UA22-048
Date:
October 11, 2021
To:
Mayor and Council
Thru:
Joshua H. Wright, City Manager
Debra Stapleton, Assistant City Manager
John Knudson, Public Works and Utilities Director
From:
Paul Roy, Utility Operations Manager
Subject:
Purchase of Water and Wastewater Maintenance Basin Recoating Services
Proposed Motion:
Move City Council approve the purchase of water and wastewater maintenance basin recoating services, from Joseph Painting Company, Inc., dba JPCI Services, utilizing Town of Gilbert Agreement No. 321000003, in an amount not to exceed $288,000, and authorize the City Manager or designee to sign a linking agreement with Joseph Painting Company, Inc., dba JPCI Services.
Background/Discussion:
The Pecos Surface Water Treatment Plant (PSWTP), located at 1475 E. Pecos Road, was built in 1987 and placed into service in 1989. The facility houses a number of Public Works and Utilities Department staff and is the central hub of all water treatment and production throughout the City of Chandler. There are three conventional sedimentation basins at the PSWTP which were commissioned in 1989 and are used to treat drinking water. This drinking water is ultimately delivered to residents, businesses, and industries throughout Chandler.
A recent routine inspection of Conventional Sedimentation Basin #3 revealed several failure points in the coating which protects the metal components within the basin. With no coating in place, the water which is processed through the basin will begin to corrode and weaken the steel components. PSWTP staff has worked with JPCI Services representatives to develop a scope and fee associated with recoating the metal components within Conventional Sedimentation Basin #3. This procurement will provide for the labor and materials required to completely recoat and protect all metal components within the basin.
Evaluation:
The Town of Gilbert competitively solicited and awarded a contract for wastewater maintenance services. The City has a current Intergovernmental Agreement with the Strategic Alliance for Volume Expenditures purchasing cooperative allowing for use of the Town of Gilbert's contracts. Staff recommends the cooperative use of this contract because of competitive pricing and variety of services provided. The Town of Gilbert contract is valid through June 30, 2022.
