Proposed Motion:
Move City Council award Professional Services Agreement No. WW2005.202, with Dibble & Associates Consulting Engineers, Inc., for the Dobson Road and Chandler Boulevard Intersection Sewer Improvements Design Services, in an amount not to exceed $338,613.
Background/Discussion:
The Public Works and Utilities Department administers an ongoing Wastewater Sewer Assessment Program to evaluate, prioritize, and repair deteriorated sewer pipes and manholes within the City’s collection system. As part of this program, approximately 4,400 linear feet of 15-inch, 24-inch, 27-inch, and 39-inch diameter sanitary sewer pipe and six manholes in the vicinity of the intersection of Dobson Road and Chandler Boulevard require rehabilitation. This project is for design services related to the installation of new sewer pipe and manholes, and abandonment of existing sewer pipe and manholes, with the intent to improve the City's access to the infrastructure for future maintenance. The method of rehabilitation for some infrastructure will be via Cured-In-Place-Pipe (CIPP), which is an industry standard method to rehabilitate pipeline. The CIPP method requires a full sewer flow bypass and the affected existing sewer manholes will also be repaired. Other components of the infrastructure will be replaced via open-trench method, which also requires a full sewer flow bypass. The sewer infrastructure in this area ranges from approximately 35 to 50 years old.
The project scope of work consists of project administration, field survey, geotechnical investigation, flow monitoring, construction document preparation, cost estimates, permitting assistance, and utility coordination. The contract completion time is 240 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. Staff recommends approval of this agreement with Dibble & Associates Consulting Engineers, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
