Proposed Motion:
Move City Council award Design and Construction Agreement No. WW1901.501, with Salt River Project, for the Reclaimed Water Interconnect Facility Turnout Structure Design and Construction, in an amount not to exceed $104,190.
Background/Discussion:
On February 11, 2021, City Council approved a contract to begin design on the Reclaimed Water Interconnect Facility (RWIF) using advanced membrane water treatment technologies to treat surface water from both Salt River Project (SRP) and Colorado River sources to A+ standard. The additional reclaimed water supply produced from this facility will be used to supplement the City's groundwater recharge efforts as well as supply additional water for industrial cooling at Intel's expanded facilities.
This agreement will allow SRP to provide the turnout structure design and construction services necessary to direct water from the SRP canal to the RWIF located at the Airport Water Reclamation Facility for advanced treatment. SRP will be responsible for all construction costs as part of this agreement. The cost will be partially funded by the Arizona Department of Revenue (ADOR) and Intel.
Evaluation:
SRP will be self-performing the associated work. The City is required to reimburse SRP for all associated costs for the RWIF Turnout Structure Design and Construction.
Financial Implications:
This project is Public Infrastructure Improvement Project No. 4, to be split 50/50 between the City of Chandler and Intel. The terms of the Public Infrastructure Master Agreement between Intel and the City, dated May 24, 2019, allow the City to seek reimbursement of Intel's 50% share, funded 80% by ADOR and 20% by Intel.
