Resolution No. 5523, authorizing an Intergovernmental Agreement between the City of Chandler and the City of Phoenix, and other identified cities, for the Award of the Edward Bryne Memorial Justice Assistance Grant (JAG) Program FY 2021 in the Amount of $44,750.
Proposed Motion:
Move City Council pass and adopt Resolution No. 5523, authorizing an Intergovernmental Agreement (IGA) with the City of Phoenix, and other identified cities, for the award of the Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2021, in the amount of $44,750; authorizing the Chief of Police to sign the IGA and administer, execute, and submit the Agreement and all documents and other necessary instruments in connection with such Agreement.
Background/Discussion:
The Edward Bryne Memorial Justice Assistance Grant (JAG) Program allows states, tribes, and local governments to support a broad range of activities to present and control crime based on their own local needs and conditions. The Program awards funds based on a statutory formula that includes violent crime and population statistics. For the FY2021 JAG, the City of Phoenix is designated as the administrator of JAG funds and has awarded $44,750 to the City of Chandler Police Department.
The Department has identified items to be funded with 2021 JAG funds. This project will allow the Chandler Police Department to purchase an estimated 21-month subscription to a national license plate reader (LPR) server for the Department’s LPR program. LPRs use GPS technology to track, map, monitor, and locate stolen vehicles, repeat offenders, outstanding warrants, and drivers with suspended and revoked licenses. LPR data is used by the Department to identify vehicles being used to commit crimes across the state. CPD has been working with other agencies within the Phoenix metropolitan area and Arizona to establish a network where all law enforcement agencies with LPRs can access one another’s data for the investigation of criminal activity. This project will also support attendance for one or two analysts at the annual Versaterm Training Conference. Versaterm is the Department’s Records Management System (RMS) that is used to report crime data. The training will help to understand further how Versaterm works and to network with other agencies that have the same system, to ensure proper system set up to report National Incident-Based Reporting System (NIBRS) information. The request includes training and travel costs.
