City Council Memorandum Fire Memo No.
N/A
Date:
November 4, 2021
To:
Mayor and Council
Thru:
Joshua H. Wright, City Manager
Thomas Dwiggins, Fire Chief
From:
Keith Hargis, Assistant Fire Chief
Subject:
Agreement No. FD7-340-3794, Amendment No. 4, with LN Curtis & Sons, for Fire Turnouts and PPE
Proposed Motion:
Move City Council approve Agreement No. FD7-340-3794, Amendment No. 4, with L.N. Curtis & Sons, for Fire Turnouts and Personal Protective Equipment (PPE), in an amount not to exceed $683,000, for the period of September 15, 2021, through September 14, 2022.
Background/Discussion:
The Chandler Fire Department contracts with a vendor to provide Department-approved fire turnouts and personal protective equipment. Firefighters are provided with protective clothing that includes turnout coats, turnout pants, firefighting boots, and a firefighting helmet. The Department has an inspection program through which turnouts are inspected once a year to determine whether the turnouts need to be repaired and/or replaced. This inspection ensures firefighting protective clothing is safe and compliant with National Fire Protection Association (NFPA) guidelines.
The Department will be purchasing additional turnouts this year to accommodate a Fire Academy and the purchase of a second set of turnouts for one half of the sworn personnel. The purchase of the second set of turnouts will be funded through the Capital Improvement Plan.
Evaluation:
On September 14, 2017, City Council approved an agreement with L.N. Curtis & Sons, Inc., for fire turnouts and personal protective equipment, for a one-year period, with the option of four one-year extensions. L.N. Curtis & Sons, Inc. has agreed to extend for one additional year with a price increase of up to 8% on some items due to an increase in manufacturer prices and wages. Staff is satisfied with the products provided and finds the request to be fair and reasonable.
Staff recommends extension of this Agreement for the term of September 15, 2021, through September 14, 2022.
