Purchase of Hybrid Ford Mavericks
Proposed Motion:
Move City Council approve the utilization of the State of Arizona Contract No. ADSPO17-166124, with San Tan Ford, for the purchase of 2022 Hybrid Ford Mavericks, in the amount of $210,364.92.
Background/Discussion:
The Neighborhood Resources Department operates a comprehensive array of homeless navigation and client services to assist Chandler residents at risk of or experiencing homelessness to access emergency services and ultimately end their homelessness. These services have been expanded to respond to the significant increase in homelessness and housing instability resulting from the nationwide affordable housing crisis and further exacerbated by the long-term impact of the Coronavirus Pandemic. Direct services including street outreach, temporary non-congregate shelter, housing location, housing stability and specialty court services are provided by Community Navigators, Housing Locators and Housing Stability Specialists.
Currently, 13 positions are sharing four (4) vehicles. All the vehicles are past their useful life and were scheduled to be sold as surplus property. They require constant repair and are subsequently unavailable for long periods of time. The Housing Rehabilitation Specialist and the 12 positions serving persons at risk of or experiencing homelessness depend on a safe, reliable vehicle to conduct basic job duties daily. Field work includes housing rehabilitation inspection; locating persons who are unsheltered; transporting program participants to court, benefits, and medical appointments; assisting program participants in locating housing; moving participants into permanent housing; and traveling to participants' homes for case management appointments, among other things. Some of these tasks involve moving participants' personal belongings from one location to another, a task typically performed using a pickup truck.
Staff worked with the Fleet Superintendent to identify the most economical, sustainable vehicle for the tasks required. An electric vehicle option was extensively researched, however, no suitable electric vehicle is presently available for fleet purchasing. As a secondary option, a hybrid vehicle option was identified. The purchase of nine (9) Ford Mavericks hybrid vehicles will allow all the positions to share the vehicles in productive and efficient manner.
These vehicles will be purchased using one-time federal funds and will not be included in the ongoing vehicle replacement fund. Should the environment stabilize in the future resulting in the need for fewer positions, these vehicles will be returned to the City fleet to replace other vehicles that are at the end of their useful lives.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for vehicles. The City has a current Intergovernmental Agreement with the State of Arizona allowing for the cooperative use of State contracts.
Financial Implications:
Seven (7) vehicles will be purchased through one-time Community Development Block Grant – Coronavirus (CDBG-CV) Funds. Two (2) vehicles will be purchased with one-time State and Local Fiscal Recovery Funds (SLFRF). Both allocations have been approved by Council. All purchases are one-time with no expectation of replacement.
