Transfer of General Fund, Non-Departmental, Contingency Appropriation to the City Clerk Department in the amount of $95,000 to fund two temporary employees to support the Passport Program
Proposed Motion:
Move City Council approve the transfer of General Fund, Non-Departmental, Contingency appropriation to the City Clerk Department in the amount of $95,000 to fund two temporary employees to support the increased demand of the Passport Program for Fiscal Year (FY) 2021-22, offset by the passport program revenue.
Background/Discussion
The City Clerk’s Office is designated by the United States Department of State as a Passport Acceptance Facility. In 2020, passport application processing was suspended due to the pandemic. The program re-opened in February 2021 with a substantial increase in the demand for passport applications to be processed. To meet the demand, the City Clerk’s office requested to hire two temporary employees to perform passport application services. In July 2021, the City Manager allowed funding for the two temporary employees for the fiscal year, with the understanding that the program would fully fund the two positions. The cost of employing the two temporary positions from July 2021 through June 2022 is $89,000, with the added one-time expense of $6,000 for computer and technical equipment, for a total of $95,000.
Financial Implications:
To fund this request, a transfer of $95,000 from the General Fund, Non-Departmental, Contingency account (101.1290.5911) to the City Clerk Department Cost Center, Temporary account (101.1030.5118.7PAS.000000) in the amount of $89,000 and a transfer of $6,000 to Microcomputer Hardware account (101.1030.5345) will be needed. This request will be funded by the revenue generated from the program, which has reached the fully-funded offset requirement. With just four months into FY 2021-22, the Passport Program has generated $180,000 in revenue. The average annual revenue for the program is $350,000, and staff expect the revenue for FY 2021-22 to be approximately $150,000 higher than the annual revenue was prior to the pandemic.
