Review and Recommendation: |
The Chandler Zoning Code requires Use Permit approval for any bar or cocktail lounge. Therefore, all new Series 7 Beer and Wine or Series 6 bar licenses or any expansion of such licenses requires Use Permit approval. The proposed business is taking over a suite that was previously occupied by a coffee shop. While maintaining coffee service and expanding the food offerings, Bottle and Bean also doubles as a wine bar, requesting a Series 7 license for on-site wine consumption and a Series 10 license for retail/offsite consumption. In 2015, a business within the same building, located in a different suite, received Use Permit approval for a Series 7 license, before receiving a time extension in 2016. The proposed business features both indoor and outdoor service space, though no outdoor speakers or any live entertainment is proposed as a part of this request. Planning staff has reviewed this request and finds that it is in conformance with the General Plan. |
Public / Neighborhood Notification |
- This request was noticed in accordance with the requirements of the Chandler Zoning Code.
- A neighborhood meeting sign was posted on the site and on social media via NextDoor.
- A neighborhood meeting was held on November 1, 2021, at which 7 residents attended, all of which asked general question regarding the services and types of goods offered by the proposed business; there was no opposition.
- As of the writing of this memo, Planning staff is not aware of any opposition to this request.

Recommended Conditions of Approval |
Planning staff recommends Planning and Zoning Commission move to recommend approval of the Use Permit, subject to the following conditions:
- Substantial expansion or modification beyond the approved exhibits (Site Plan, Floor Plan and Narrative) shall void the Use Permit and require new Use Permit application and approval.
- The Use Permit is non-transferable to any other location.
- The site shall be maintained in a clean and orderly manner.
- This Use Permit approval is solely for a Series 7 Beer and Wine Bar license
- The Use Permit shall remain in effect for two (2) year from the date of City Council approval. Continuation of the Use Permit beyond the expiration date shall require re-application to and approval by the City of Chandler.
