Proposed Motion:
Move City Council award Professional Services Agreement No. WW2201.101, to Hazen and Sawyer, P.C., for the Local Limits Study Consultant Services, in an amount not to exceed $162,910.
Background/Discussion:
Federal regulations require the City to periodically review and update its wastewater pretreatment program. The City’s Wastewater Industrial Pretreatment Program protects the environment by regulating pollutants discharged into the wastewater by industries. Industrial wastewater pollutant discharge limits, or “local limits,” are determined based on the City’s current wastewater treatment capacity and Federal and State discharge regulations. Chandler's last Local Limits study was completed in 2008. With new and expanding industrial businesses in Chandler, it is necessary for the City's wastewater pretreatment and local limits program be reviewed and updated so that staff can verify, define, and appropriately allocate the remaining wastewater treatment capacity.
The project scope of work consists of project management, data collection, headworks analysis, local limits evaluation, and deliverables. The contract completion time is 270 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Water and Wastewater Services. Staff recommends approval of this agreement with Hazen and Sawyer, P.C., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
