Subject:
Professional Services Agreement No. ST2001.101, with Dennis L. Lopez & Associates, LLC, for the Lindsay Road Improvements - Ocotillo Road to Hunt Highway Appraisal Services
Proposed Motion:
Move City Council award Professional Services Agreement No. ST2001.101, to Dennis L. Lopez & Associates, LLC, for the Lindsay Road Improvements, Ocotillo Road to Hunt Highway Appraisal Services, in an amount not to exceed $76,250.
Background/Discussion:
The Lindsay Road Improvements Project consists of widening the roadway to include two through lanes in each direction from Ocotillo Road to Hunt Highway. Over the last several years, portions of the roadway have been constructed by developers. This project will complete the remaining unimproved roadway and includes turn lanes, bike lanes, raised landscaped median, curb, gutter, sidewalk, Americans with Disabilities Act upgrades, traffic signal upgrades, streetlights, storm drainage, irrigation, block walls, and wet/dry utility improvements. The project is tentatively estimated to begin in June 2024 and conclude in June 2026.
On February 24, 2022, City Council authorized the purchase of property rights needed for the Lindsay Road Improvements Project. This agreement for appraisal services is needed in order to appraise the property rights needed for the project. Staff estimates that 25 appraisals will be required. The agreement also includes allowances for appraisal contingency and legal services support. The agreement term expires 365 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. Staff recommends approval of this agreement with Dennis L. Lopez & Associates, LLC, based on qualifications, delivery time, and pricing.
