Proposed Motion:
Move City Council Award Professional Services Agreement No. AI2209.101 to C&S Engineers, Inc., for the Airport Operations Garage Pre-Design Services, in an amount not to exceed $114,230.
Background/Discussion:
This agreement will provide services for the programming and design for the development of a new Airport Operations Garage, located at the Chandler Municipal Airport.
All ground support equipment and vehicles at the Airport are currently stored in three locations: airport operations trucks are parked in front of the Terminal Building, heavy-duty tractors and runway/taxiway response equipment are located in the former heliport hangar located across Airport Boulevard, and additional maintenance equipment is contained in a t-hangar storage bay. A centralized location for all Airport operational support equipment will maximize staff productivity and response times, as well as vacate the former heliport hangar and the t-hangar storage bay, thereby opening opportunities for future development and revenue. The 2020 Airport Master Plan identified the former heliport site as a Non-Aviation Development Reserve and called for the construction of an Airport Operations Garage on the airfield. In 2021, the Airport Bond Subcommittee also discussed the former heliport site's future non-aeronautical redevelopment.
The facility and site design include an approximately 6,000 square foot building to be located on an existing surface parking lot directly west of the existing air traffic control tower. The building will include airside Airport operations vehicular access, shop/maintenance space, office and conference space, storage, employee parking, and reconfiguration of fencing to accommodate the new building.
The project scope of work consists of environmental studies, geotechnical investigation, topographic survey, and civil engineering services. The contract completion time is 330 calendar days following Notice to Proceed.
Evaluation:
The selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Airport Services. Staff recommends approval of this agreement with C&S Engineers, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
