Proposed Motion: |
Move City Council award Professional Services Contract No. ST1503.451, Amendment No. 2, to Ritoch-Powell & Associates Consulting Engineers, Inc., for the Cooper Road Improvements (Alamosa Drive to Riggs Road) Construction Management Services, increasing the contract limit by $248,894.34, for a revised contract amount not to exceed of $1,801,616.59. |
Background/Discussion: |
On December 10, 2020, City Council approved Professional Services Agreement No. ST1503.451 with Ritoch-Powell & Associates Consulting Engineers, Inc., for the widening of Cooper Road to two through lanes in the northbound and southbound directions from Alamosa Drive to Riggs Road. The project also includes replacement of the existing span wire traffic signals with new traffic signals at the intersection of Cooper and Chandler Heights roads. Amendment No. 1 to the Agreement extended the contract time by 121 days at no additional cost to the City to cover construction oversight on the project. Amendment No. 2 is for contractor oversight, construction administration, construction inspection, utility coordination, schedule review, review of progress payments, response to shop drawings and submittals for design compliance, material testing quality assurance, and Federal Highway Administration funding compliance. The construction has been extended due to material shortages, and the schedule for completion of work is revised to December 2022. Construction management is required for this project to ensure compliance requirements during construction. An additional 150 calendar days has been added to the contract time, for a revised total of 821 calendar days to final completion, following the Notice to Proceed. |
Evaluation: |
The selection process was conducted in accordance with City policy and procedure and State law. On December 10, 2020, City Council awarded Professional Services Agreement No. ST1503.451, to Ritoch-Powell & Associates Consulting Engineers, Inc., for the Cooper Road Improvements (Alamosa Drive to Riggs Road) Construction Management Services. Staff reviewed the scope of work, billing rates, and total fee for the project and determined them to be reasonable. |
Financial Implications: |
This project is funded by federal and local funds. This Amendment No. 2, in the amount of $248,894.34, will be paid from local capital funds, but is necessary to maintain the City's compliance for the $10,025,298 in federal grant funds awarded for this project. |
