Move City Council award Professional Services Agreement No. WW2301.101, to Wilson Engineers, LLC, for the Ocotillo Water Reclamation Facility Capacity Evaluation

Services, in an amount not to exceed $476,080.
Background/Discussion:
The Ocotillo Water Reclamation Facility (OWRF), located at 3333 S. Old Price Road, treats a total of 18 million gallons per day (MGD) of wastewater. The older portion of the facility, completed in the 1980s, is rated at 11.4 MGD with the remaining 6.6 MGD treated in the newer facility completed in 2019. This treatment facility provides reclaimed water to various industrial and commercial customers. This project is to complete a capacity re-rating study and permitting for the newer portion of the facility, potentially increasing its permitted capacity from 6.6 MGD to 9 MGD. The City has routinely used the re-rating of wastewater facilities to meet future needed capacity, rather than constructing new plant capacity, resulting in large savings to Chandler ratepayers. The equivalent value of 2.4 MGD of newly constructed plant capacity would be in excess of $100M in the current market. The re-rating of the plant will require permits from the Arizona Department of Environmental Quality, with a major amendment to the Aquifer Protection Permit, and from the Maricopa County Environmental Services Department for review and approval of the capacity increase.
The project scope of work consists of an evaluation, data review, modeling, and development of additional testing criteria as necessary. The Agreement completion time is 365 calendar days following Notice to Proceed.
Evaluation:
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends Agreement award to Wilson Engineers, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
