Construction Manager at Risk Agreement No. WW2206.251, with PCL Construction, Inc., for the Reclaimed Water Conveyance Improvements Pre-Construction Services
Proposed Motion:
Move City Council award Construction Manager at Risk Agreement No. WW2206.251, to PCL Construction, Inc., for the Reclaimed Water Conveyance Improvements Pre-Construction Services, in an amount not to exceed $628,545.94.
Background/Discussion:
In October 2021, the City executed a reclaimed water agreement with Intel Corporation for additional reclaimed water supply. As part of this agreement, it is necessary for the City to convey additional volumes of reclaimed water from the Airport Water Reclamation Facility (AWRF), located at 905 E. Queen Creek Road, to the Ocotillo Water Reclamation Facility (OWRF) for delivery to Intel's campus. New infrastructure necessary for this conveyance includes additional reclaimed water pipe on both the AWRF and OWRF sites, new pipeline within the City’s rights of way, additional pumping systems at the AWRF site, and the addition of up to four aquifer storage and recovery wells at the Tumbleweed Park Recharge Facility.
The project scope of work includes constructability studies and review, value engineering, project planning and scheduling, assistance in the coordination of contract documents, and preparation of Guaranteed Maximum Price packages. The Agreement completion time is 720 calendar days following Notice to Proceed.
Evaluation:
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends agreement award to PCL Construction, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
Financial Implications:
The total project will be funded 20% by the City of Chandler, with the remaining 80% reimbursed by Intel (20%) and the State of Arizona Title 42 funding for public infrastructure per the City’s October 2021 Reclaimed Water Agreement with Intel Corporation (80%).
