Purchase of SWAT Protector Van
Proposed Motion:
Move City Council approve the purchase of a SWAT Protector Van, from Safeware, Inc., utilizing Omnia Partners Contract No. 159469, in the amount of $200,859.56, and authorize the City Manager or designee to sign a linking agreement with Safeware, Inc.
Background/Discussion:
The Chandler Police Department (CPD) Special Weapons and Tactics (SWAT) team is scheduled to replace a specialty vehicle (Rapid Deployment Vehicle) with approved capital improvement program (CIP) funding. Based on new tactics and expectations of the team to include scalability for special events, civil disorders, and specialized operations, an unmarked Armored Rescue Van (ARV – Ford Transit Van) has been identified as the appropriate vehicle. This ARV – Van will be vital for deployments where blending into an environment is critical in order to respond to officer and/or citizen rescues due to active shooter and other critical incidents.
The CPD SWAT team is a current member of the Urban Area Security Initiative Rapid Response Team (UASI RRT) in the Phoenix Metro area. As part of the UASI RRT, the City is required to be capable of responding to multiple critical incidents, transporting multiple personnel, and assisting other agencies in the region. This ARV is a significant tool that will be used by CPD SWAT in meeting the needs of our citizens and department as well as its obligations as members of the UASI RRT.
Evaluation:
Omnia Partners competitively solicited and awarded a contract for public safety, emergency preparedness, safety equipment, and solutions, which includes law enforcement specialty vehicles. The City has a current agreement with Omnia Partners allowing for the cooperative use of its contracts. The Omnia Partners contract is valid through April 1, 2026.
