SWAT Technical Support Truck
Proposed Motion:
Move City Council approve the purchase of a SWAT Technical Support Truck, from San Tan Ford, utilizing State of Arizona Contract No. CTR059323, in the amount of $66,949,88.
Background/Discussion:
The Chandler Police Department (CPD) Special Weapons and Tactics (SWAT) team is scheduled to replace a specialty vehicle (Technical Support Truck) with approved capital improvement program (CIP) funding. An unmarked, specialty, four-door pick-up truck (Ford F350 4x4) has been identified to allow for scalability for special events, civil disorders, and small-scale specialized operations, while maintaining the Technical Support Truck for larger operations and large-scale events. The current Technical Support Truck will be retained as a backup unit without setting aside funding for eventual replacement. The new Ford F350 will supplement the use of the Technical Support Truck (based on operational needs) and will be vital for deployments where blending into an environment is critical or when a scalable approach for critical incidents is necessary. This vehicle would allow for deployment of technical gear to include robots and drones as well as breaching equipment and other tactical tools needed for quick, scalable response for the protection of citizens and officers in our community.
The CPD SWAT team is a current member of the Urban Area Security Initiative Rapid Response Team (UASI RRT) in the Phoenix Metro area. As part of the UASI RRT, the City is required to be capable of responding to multiple critical incidents, transporting personnel, and assisting other agencies in the region. This Ford F350 is a significant tool that will be used by CPD SWAT in meeting the needs of our citizens and department as well as its obligations as members of the UASI RRT.
Evaluation:
The State of Arizona competitively solicited and awarded a contract for new vehicle purchases. The City has a current agreement with State of Arizona allowing for the cooperative use of its contracts. The State of Arizona contract is valid through March 17, 2023.
