Subject:
Design and Construction Agreement No. WA2007.501, with Salt River Project, for the North Alma School Well Design and Construction
Proposed Motion:
Move City Council award Design and Construction Agreement No. WA2007.501, to Salt River Project, for the North Alma School Well Design and Construction, in an amount not to exceed $360,197.
Background/Discussion:
The North Alma School Water Production Facility is located at 3202 North Alma School Road. On November 14, 2017, City Council approved an agreement with Salt River Project (SRP) to equip a new well on this site that will be shared with SRP under the existing Water Delivery Use Agreement. The estimated cost for the City, as stated in the agreement, was $256,830. Since that time, there have been regulatory updates by the State of Arizona and Maricopa County for potable wells for public agencies. The regulatory updates have impacted the selection of materials to be used in the well equipping, prompting an increased cost of approximately $103,367. This agreement will allow SRP to provide the well equipping design and construction services necessary to connect the well to the City water distribution system in full conformity with State and County requirements. This agreement for the estimated sum of $360,197 will supersede the prior agreement for $256,830.
SRP will be responsible for procuring and installing the well piping modifications and related appurtenances. The City will be responsible for supplying and installing the chlorination enclosure, chlorination equipment, and associated piping required to chlorinate the well. The City will also be responsible for field-testing the modifications and obtaining regulatory permits for the potable well.
Evaluation:
SRP will be self-performing the associated work. The City is required to reimburse SRP for all associated costs to put the re-drilled well back into service for shared use with the City.
