Proposed Motion: |
Move City Council award Professional Services Agreement No. BF2206.201 to Arrington Watkins Architects, LLC, for Police Department Main Station Redundant Power design services, in an amount not to exceed $66,740 and approve a General Fund Contingency account transfer in the same amount to the General Capital Projects Fund, Building & Facilities Capital Cost Center, Existing City Building Renovations Program. |
Background/Discussion: |
On August 27, 2021, the Police Department Main Station/Headquarters building (PD HQ) experienced a power outage caused by a failing electrical panel, which required use of emergency power. It was determined that the back-up generator was undersized as use of the facility has grown over time and did not power all areas of PD HQ. The failure required coordination between the Police Department and the Buildings and Facilities Division to replace the electrical panel and continue public safety services throughout the weekend. The cost to replace the back-up generator and ensure redundancy is unplanned, therefore General Fund Contingency is being requested. This contract is for the design services to replace the back-up generator at the PD HQ, located at 250 East Chicago Street. PD HQ currently utilizes a 400 kW Natural Gas Standby generator installed with the construction of the building in approximately 1997-1998. The new design will provide two (2) 500 kW, 480Y/277V, 4W, 3-Phase diesel generators with subbase fuel tanks. The generators will be provided with an output breaker, an automatic transfer switch and generator output switchboard. Site work, fencing and support pads will be designed. The project scope of work consists of architectural, mechanical, electrical and structural design services. The contract completion time is 90 calendar days following Notice to Proceed. |
Evaluation: |
The City’s selection process was conducted in accordance with City policy and procedure and State law. This project is being performed under the On-Call Consultant Pre-Qualified List for Architectural Services. Staff recommends approval of this agreement with Arrington Watkins Architects, LLC, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
Financial Implications: |
Due to the unplanned nature of this critical public safety project, General Fund Contingency (101.1290.5911) of $66,740 will be transferred to the General Capital Projects Fund, Building & Facility Capital Cost Center, Existing City Building Renovations Program (401.3210.6419.0.6BF628) to fund this contract. |
