Subject:
Resolution No. 5547 Approving the Acquisition of Real Property Located at 35 N. McQueen Road and 1032 East Trails End Place, Chandler, Arizona, at Market Value Plus Closing and Escrow Fees; Authorizing the City's Real Estate Manager to Sign, on Behalf of the City, the Purchase Agreements and Other Documents Necessary to Facilitate these Acquisitions; and Approving Relocation Services as May Be Needed and Required by Law.
Proposed Motion:
Move City Council pass and adopt Resolution No. 5547 approving the acquisition of real property located at 35 N. McQueen Road and 1032 E. Trails End Place, Chandler, Arizona, at market value plus closing and escrow fees; authorizing the City’s Real Estate Manager to sign, on behalf of the City, the purchase agreements and any other documents necessary to facilitate these acquisitions; and approving relocation services as may be needed and required by law.
Background:
The Chandler Public Housing Authority presently owns and operates four (4) family multifamily sites comprising 163 units, one (1) senior multifamily site comprising 37 units, and 103 scattered single-family sites. For several years, the City and the Authority have been working toward a repositioning of its public housing stock, much of which dates to the early 1970's and is in need of major investment. On July 12, 2021, the Public Housing Authority Commission (PHAC) held a work session to discuss redevelopment opportunities, including a public-private partnership known as Rental Assistance Demonstration (RAD). During that meeting, the PHAC directed staff to proceed with the next steps in the RAD process, including pursuing land assemblage to facilitate the highest and best use of future RAD project sites.
The subject property is located adjacent to the Authority's Trails End property (see attached map), which was determined to be a suitable location for a future RAD project. The property recently appraised for $2,625,000 and consists of 14 apartment units. The Neighborhood Resources Department's Housing & Redevelopment Division plans to demolish the buildings and add the land to the adjacent Trails End property. An estimated 167 senior and family living units are planned to be constructed at this location.
Financial Implications:
The $2,625,000 purchase of this property located at 35 North McQueen Road and 1032 East Trails End Place, Chandler, Arizona, will be funded from the America Rescue Plan Act (ARPA), Capital Grant Fund, Neighborhood Capital Cost Center, Land Aquisition Account, Neighborhoods ARPA Program (417.4651.6111.0.3ARP05). Allowable uses of ARPA funding encourage projects like this which benefit populations disproportionately effected by the COVID-19 pandemic. Any additional closing costs will be funded from the Proceeds Reinvestment Project Fund (236.4651.6111.0.6NR001).
