Services, in an amount not to exceed $741,307.12.
Background/Discussion:
In 2019, the city received the Design Concept Report (DCR) for Alma School Road, which provided improvement recommendations for Alma School Road between Pecos and Queen Creek roads. Phase 1 of the project included widening of the Alma School Road corridor from Pecos to Germann roads, and construction was completed in 2021. This project, Phase 2, meets the recommendations from the DCR and the Council-approved 2019 Transportation Master Plan Update to widen Alma School Road from four lanes to six lanes, providing higher capacity and allowing residents to efficiently access regional transportation facilities. The project corridor is Alma School Road, starting at the first median break south of Germann Road, to the intersection at Queen Creek Road.
The project scope of work consists of the design for the widening of Alma School Road from four lanes to six lanes within the project corridor, including the design of pavement and median improvements, sewer manhole rehabilitation, streetlight relocation and upgrades, traffic signal modifications, video detection upgrades, landscape and irrigation improvements, signing and marking improvements, and a new 8-inch potable water main extension at Kingbird Drive. This project will include topographic survey, geotechnical investigation, utility coordination, and bid assistance. The agreement completion time is 460 calendar days following Notice to Proceed. The project is tentatively scheduled to begin construction in 2025.
Evaluation:
The selection process was conducted in accordance with city policy and procedure and state law. Staff recommends approval of this agreement with Olsson, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach.
