| Background/Discussion: |
On December 6, 2021, City Council awarded Professional Services Agreement No. ST2106.201 to TY Lin International. This project upgrades the existing Frye Road bicycle lanes that connect surrounding neighborhoods to downtown Chandler and the Paseo Trail. The Frye Road Protected Bike Lanes will construct protected bike lanes on Frye Road from approximately one-half mile west of Arizona Avenue to the Paseo Trail along the Consolidated Canal. The improvements include protected bicycle lanes, lighting, signage, ADA upgrades, and traffic signal analysis with necessary relocations/improvements. No vehicular traffic lanes will be removed as part of the project scope.
This Amendment No. 2 is for engineering services required to make modifications to the design plans to mill and overlay the entire roadway within the project limits and replace the proposed landscaped medians with pre-cast concrete medians.
On November 8, 2023, Chandler received and opened one bid from Granite Construction for the project. The engineer’s opinion of probable cost (OPC) for the project was $7,132,210.50, but the only bid was $12,541,171. After reviewing the bid item unit prices, staff decided to cancel the bid and modify the plans to make the project more attractive to a variety of contractors. Additionally, extending the design process has allowed city staff to pursue additional construction and design grant funding to help minimize local costs associated with this project. Additional grant money has subsequently been tentatively obtained, as explained in the Financial Implications section below.
The project scope of work consists of public utility coordination, revised plans specifications, cost estimates, and post-design services. The agreement completion time is 730 calendar days following Notice to Proceed, which includes time already spent on project design since the original December 2021 contract approval. |
| Evaluation: |
| The selection process was conducted in accordance with city policy and procedure and state law. Staff recommends approval of this agreement with TY Lin International, based on qualifications, relevant firm experience, team experience, project understanding, and project approach. |
| Financial Implication: |
The design contract is federally funded. The City is receiving additional federal funds in Maricopa Association of Governments (MAG) close-out money to pay for the additional design work.
The full breakdown of anticipated funding is as follows:
$3,200,000 original grant award for construction
$650,000 original grant award for design services
$4,100,000 first MAG close-out grant award for construction
$6,100,000 second MAG close-out grant award for construction (anticipated)
$269,000 second MAG close-out grant award for design services (anticipated)
The revised engineer's estimate for the project is approximately $14,000,000, of which an anticipated 92%-94% will be federally funded. |
