Move City Council award Construction Manager at Risk Agreement No. WW2211.401, to MGC Contractors, Inc., for the Ocotillo Water Reclamation Facility Influent Pump Station Odor Control, in an amount not to exceed $7,815,392.50. |
Background/Discussion: |
The Ocotillo Water Reclamation Facility (OWRF) is located at 3333 South Old Price Road. Biological odor scrubber facilities were installed at three locations as part of the OWRF Expansion project completed in 2017. At that time, only one vendor for this equipment participated in a pilot study designed to prove applicability of this technology for use at OWRF. Upon successful completion of the pilot study, full scale equipment was installed, tested, and commissioned for use at the new 15 million gallon per day facility. Since that time, both the volume and concentration of the incoming wastewater passing through the Influent Pump Station (IPS) has increased. The biological odor control unit installed at the IPS cannot adequately perform during times of peak flow under these new operating conditions. The existing equipment is no longer under warranty and due to its inability to perform adequately, replacement with new equipment is necessary. Errant escape of odorous air can lead to regulatory violations, complaints from nearby residences, and potentially affect nearby businesses. The odor control system is equipped with a secondary carbon filter that can be effective at removing odor causing gases during peak flows, but is very expensive and needs frequent carbon replacement. In addition, the City's reliance on this system for regulatory compliance and mitigation of neighborhood impacts makes replacement of this equipment with a more reliable and reactive chemical type odor scrubber system necessary. The project scope of work consists of procurement and installation of a chemical scrubber and carbon adsorber, a chemical storage facility, site work including yard piping, grading, drainage, and paving, electrical, instrumentation and controls. The agreement completion is 520 calendar days following Notice to Proceed. A related Professional Services Agreement with Wilson Engineers, LLC, for the Ocotillo Water Reclamation Facility Influent Pump Station Odor Control, is also scheduled for this City Council meeting. |
Evaluation: |
The selection process was followed in accordance with City policy and procedure and State law. Staff recommends agreement award to MGC Contractors, Inc., based on qualifications, relevant firm experience, team experience, project understanding, and project approach. Staff reviewed the Guaranteed Maximum Price proposal and determined it to be reasonable. |
